Mitsuhiro Kawamura has played a key role in site management at INPEX Corporation, where he made Health, Safety, and Environment (HSE) a top priority. He is currently focused on advancing human resource development in marine fields, with a particular emphasis on offshore wind power. David Timmington is the first Chair of WFO’s FOW Moorings Subcommittee established Q3, 2020. The committee’s inaugural white paper ‘Mooring Systems for Floating Offshore Wind: Integrity Management Concepts, Risks and Mitigation’ was published in May 2022, and the subcommittee continues to investigate the challenges and solutions relating to FOWT moorings under his leadership on a monthly basis.

Graduating with Honours in Business Administration from the University of Bath, David joined Griffin-Woodhouse Ltd (GWEC) in April 1998 and has developed a valuable knowledge and experience in mooring systems design and equipment manufacture. She provides technical consulting, wind analysis and site wind condition assessment for onshore and offshore wind projects.
She has experience in a number of NEDO projects, including offshore wind cost studies and drafting of offshore wind measurement guidebook.

She is member of Japanese national committee for standardization of wind turbine system, the Wind Power System Standardisation Committee, the Design Requirements Subcommittee, the Power Performance Testing Subcommittee and an expert in the IEC61400-12, -50 series and -15. Especially she led the proposal for IEC61400-12-4 (numerical site calibration) and IEC61400-50-5 (Use of scanning Lidar for wind measurement) from Japanese national committee.

She is also an expert in IEA Wind Task 31 (wakebench), 52 (large-scale deployment of wind lidar) and 54 (joint model assessment).

Since May 2022, he has been a member of the Board of Directors of the Japan Wind Energy Association.

She worked at university for nine years from April 2003 to March 2012. She engaged in research on flows around wind turbines using computational fluid dynamics.

Minako Wakabayashi’s practice is focused on the rise of Japan’s renewable energy market, including the development of onshore/offshore wind and solar projects, lobbying for policy proposals and corporate and other power purchase agreements. Born in 1952, Hailing from Sakai City, Osaka. Graduated from Osaka University Graduate School (major in Architecture).

Joined the company in 1978. After serving as President and Representative Director in 2013, he was appointed Chairperson and Representative Director in April 2021. Assumed role of Co-Representative of JCLP in October of the same year.

Focused on achieving a carbon-neutral society and developing floating offshore wind energy to fulfill responsibility to future generations. He holds positions such as Executive Member of the Tokyo Chamber of Commerce and Industry, President of the Japan Construction Occupational Safety and Health Association, and President of the Japan Federation of Construction Contractors. He is actively involved in various initiatives aimed at making the construction industry more attractive and aspirational.

Marco is currently the chief executive officer (CEO) of WavEC – Offshore Renewables, a renowned organization with proven track record in advancing the offshore renewable energy sector, having previously held the position of chief innovation officer (CIO) at CoLab +Atlantic, a cluster of Portuguese companies operating in the blue economy and space industry. Marco holds key expertise in several scientific fields including fluid dynamics, costal engineering, control systems, numerical modelling, and data science. His track record has been mostly focused on offshore renewables, a field in which he has wide experience in providing technical and strategic support to technology developers.

Based in Singapore, her work includes deep-dive market analysis and project modelling, generating data-driven insights to support clients in making strategic decisions. Prior to Westwood, her focus areas included Southeast Asia renewable energy research at S&P Global.

Hui Min holds a Bachelor of Engineering (Hons.) from Nanyang Technological University, Singapore.

Gunnar Herzig is the Managing Director and Co-Founder of the World Forum Offshore Wind (WFO) a non-profit organisation founded in 2018 to advance offshore wind energy worldwide. Gunnar has 15 years of experience in the renewable energy industry. From 2009 to 2018 Gunnar held various positions in the renewable energy division of the German energy company RWE focusing on offshore wind. Gunnar holds a degree in International Business Administration from the University of Tuebingen (Germany) and studied as an exchange student at the National University of Singapore (Singapore) and at Harvard University (USA). Gunnar also holds a Master of Business Administration (MBA) from the University of Cambridge (UK).

Louise Efthimiou is WFO’s Floating Offshore Wind Manager where she coordinates and supports the fruitful knowledge exchanges of WFO’s Floating Offshore Wind Committee. Over the last five years, the Floating Wind Offshore Committee has grown into a genuinely collaborative forum where participants exchange on the key technology challenges and solutions for commercializing floating offshore wind, lending from various industry experiences mainly in the bottom-fixed wind and oil & gas sectors.

Sayuri Watanabe started working at World Forum Offshore Wind (WFO) as Japan Representative in September 2021.

Prior to this role at WFO, she worked at K2 Management in Hamburg, Germany from 2018. Sayuri worked in Deutsche Bucht OWF Project (Construction/Commissioning) as Contract & Claim Manager, also as Project Manager and Contract Manager for several development and auction phase Offshore Wind Projects in Asia, mainly Japan.

Sayuri started her renewables career in 2013 in Tokyo as Legal and Commercial Manager for developers and WTG manufacture. Before, she worked 7 years in investment banking in a Japanese Commercial Bank. Her offshore wind projects experience is combined with her strong commercial and legal experience in the renewable and finance industry.
